ATLANTA — Cathy Yang Liu, a Distinguished University Professor in the Andrew Young School of Policy Studies at Georgia State University, has been appointed associate dean for strategic initiatives, a role designed to help lead the school’s continued growth in research, instruction and external partnerships.
Liu’s appointment comes at a time of rising national recognition for the school’s public policy programs — her core area of expertise. In the latest U.S. News & World Report graduate rankings, the Andrew Young School was ranked No. 16 in Public Affairs overall, with multiple specialty areas earning top national spots:
- No. 3 in Urban Policy
- No. 6 in Nonprofit Management
- No. 9 in Local Government Management
- No. 14 in Public Management and Leadership
- No. 26 in Public Policy Analysis
As chair of the Department of Public Management and Policy from 2019 through June 2025, Liu played a central role in strengthening the school’s research output, enhancing student learning experiences and mentoring junior faculty — contributions that helped lay the groundwork for these recognitions. She is now working closely with incoming chair William G. Resh to ensure a smooth leadership transition.
“Cathy Liu is a deeply respected scholar, a dedicated mentor and a thoughtful leader,” said Thomas J. Vicino, dean of the Andrew Young School. “Her strategic insight and collaborative approach have contributed directly to our national rankings. I’m thrilled she will continue shaping the future of the school in this new role.”
In her role as associate dean, Liu will guide strategic initiatives aimed at expanding interdisciplinary research, experiential learning and cross-sector partnerships. She will also co-chair the college’s Research Committee and help drive academic efforts that align with Georgia State’s goals for innovation and impact.
Liu was named a Distinguished University Professor in early 2025. One of Georgia State’s highest faculty honors, the role recognizes Lui’s sustained record of excellence in scholarship, teaching and service. Her research focuses on urban and economic development, labor markets, entrepreneurship and immigration issues that sit at the intersection of local governance and public policy. She also holds the Michael and Enid Mescon Endowed Chair.
“The Andrew Young School is the place to engage in learning and research about real-world policy problems,” said Liu. “In this new role, I’m excited to help build connections across disciplines and with local and global partners to grow our impact even further.”
Beyond Georgia State, Liu contributes nationally through leadership roles in the Urban Affairs Association, where she serves as chair of the governing board and senior associate editor of the Journal of Urban Affairs.
